The Action Plan for the Promotion and Protection of the Right to Education arose as a result of the International Seminar "The Right to the Education and the National Institutions of Human Rights", that took place in the Municipality of Copán Ruins, Honduras, in September of 2005. The members of the Network of National Institutions for the Promotion and Protection of the Human Rights of the American Continent, met again in Guayaquil, Equator, in May 2006, for the International Workshop "The Right to the Education", and at the International Seminar "The Right to the Education and the National Institutions of Human Rights", in Copán Ruins, Honduras, where they finalised the Action Plan. International Seminar on “Illicit Trafficking of Migrants, Human Rights and National Institutions”, organized by the Network of National Institutions for the Promotion and Protection for Human Rights in the Americas was held in Campeche on 10 and 11 March 2005. This seminar addressed to the members of the Network as a follow up to the Zacatecas Declaration (2004) produced the agreed conclusions covering different aspects of the issue.
