We are pleased to invite you to participate in a questionnaire designed to take stock of the current state of NHRIs around the world. In line with OHCHR’s 2008-2009 Strategic Management Plan, the National Institutions Unit (NIU) has prioritised the collection of periodic, up-to-date information on NHRIs in its own working methods, in order to identify the key needs and challenges facing NHRIs, and thus be more effective in its future activities to      support NHRIs and their regional and global networks. The questionnaire will assist us ensuring even greater levels of support in the development of the 2010-2011 OHCHR Strategic Management Plan and more broadly from the UN system, with the finalization of the NHRI Toolkit for UNCT staff due in June 2009.

The purpose of the questionnaire is to capture and analyze data on NHRIs. The questionnaire will identify benchmarks and indicators, in order to get a clearer picture of the work of NHRIs and their possible needs. The questionnaire will look at, among other things, NHRIs’ functional capacity needs; core protection activities; participation in the international human rights system; and interaction with OHCHR, regional offices and UNCTs. The NIU is also seeking to improve its day-to-day communication with NHRIs – including on substantive aspects of their work. To this end, we have asked for contact information for NHRI staff where relevant.

The outcome of this survey will be used to improve OHCHR’s efforts, undertaken in partnership with other UN bodies, to strengthen the capacities of NHRIs, both individually and collectively. Specifically, data collected through the survey will guide the development of capacity building projects; training programs for NHRIs at various levels; technical assistance programs tailored to the needs of NHRIs; and advocacy tools for strengthening the role and competences of NHRIs. Answers given in the questionnaire will be treated with strict confidentiality. The results of the survey will not attribute comments to specific NHRIs or individuals.

Please complete the questionnaire and send it back to us by 27 February 2009. The questionnaire should take about 2-3 hours to answer. We have tried to keep it concise, but still comprehensive enough to provide a full picture of your NHRI. There are a number of questions that ask you critically reflect on the effectiveness of your NHRI. Please give your candid, frank opinion on these questions. Your constructive comments and suggestions will be of great help for OHCHR to better serve NHRIs and their regional and global networks. As noted above, answers will be treated confidentially, and will not be used for purposes other than the questionnaire.

If any of the questions do not fully capture the experience of your NHRI, feel free to provide any additional information that you feel would be of use to OHCHR. We would also be very grateful if you could provide any supporting materials (eg recent reports, annual reports, statistics, etc) relevant to your answers.
